Ellena M. Weaver, MPH, CPHQ, is a healthcare quality executive, public health scholar, and community investor committed to advancing equity and improving outcomes across health systems and neighborhoods. 

With more than a decade of experience leading enterprise-level quality improvement and accreditation initiatives at organizations including CareFirst BlueCross BlueShield, Cigna, and Molina Healthcare, she specializes in integrating health equity, social determinants of health, and data-driven strategies into clinical and operational transformation.
 

She is currently pursuing her Doctor of Public Health at Morgan State University, where her research focuses on the public health and mental health impacts of urban blight. Her work bridges healthcare, community revitalization, and leadership development—all rooted in a core belief that systems change begins with people-centered leadership and equitable environments.
